The convergence problem — why aggregation fails planetary resources

The 0→1 Doctrine normalises first: water intensity → [0,1] band → intersection test. N(water) = 0.08. Authorised range [0.60, 1.00]. No overlap. BLOCKED. The aggregate score said ship. Every raw mineral parameter is normalised to [0,1] against OECD Due Diligence, IAEA Safety Standards, ICMM, IEC 62474, and GHG Protocol authority ranges — then deleted from the device. Only the band travels forward.

Not from the demo. This is what makes the normalisation neutral and domain-agnostic. TCP/IP ignored packet content. The 0→1 Doctrine is agnostic to whether a band represents mg/kg, kWh, Celsius, pH, or tonnes. Every value enters one grammar.

The OCT issues the final shipment instruction. PROCEED, HOP, or BLOCK. Structurally non-bypassable. The tonne either moves or it does not.
HOP — who is the human and when does it fire
The trade compliance officer set the governance parameters — purity floor, IAEA safety ceiling, water stewardship threshold. That decision is already captured. The enterprise authority in HOP is a trade compliance officer, sustainability director, or procurement authority. They deployed the governance engine. They set the confidence threshold. When the chain cannot resolve to a confident PROCEED, it holds and passes to that authority — with the full RECAP, PDT, and gate trace already prepared.
WHEN DOES HOP FIRE?
1. All gates pass but SFS < 46% — requirements met, confidence too low for autonomous shipment clearance. Trade compliance officer decides.
2. Novel source — traceability data is thin. Gates pass on current values. Human reviews provenance.
3. Policy conflict — two OECD requirements pull in opposite directions the chain cannot resolve alone.
In this demo: The Phosphate Rock Morocco passes all gates but near-threshold IAEA safety band (3.6/10) and water intensity (3.8/10) keep SFS at 21.2% — below the 46% threshold. HOP fires where evidence is thinner — borderline IAEA safety band zones, near-threshold water stress extraction sites.

PARR locks the extraction pathway before the shipment exists. Biomass band. pH band. Extraction quota band. Seabed disturbance band. All tested against ISA (International Seabed Authority) authority ranges before the nodule harvest begins. Failures block execution. PARR does not review the decision. It seals the governance record before the AUV descends.

A lithium deposit with 99% purity extracted in a water-stress basin should not receive the same clearance as an identical deposit extracted with minimal water impact. The 0→1 Doctrine maps every shipment onto its actual operating-condition band. Supplier history governs nothing. The IEC 62474 purity band and ICMM water band govern everything.

Traceability band — from mine to battery cell, every hop sealed
RECAP architecture: from satellite scan to refinery gate to cell manufacturer, every transfer hop creates a cryptographically sealed band record. No entity in the chain sees another's raw data. Authorized Intelligence in the supply chain

The world has AI mineral procurement decision support. It does not yet have Authorized Intelligence — an AI system that cannot procure, route, or execute without a pre-execution receipt confirming the action was checked against OECD, IAEA, and ICMM authority ranges. The 0→1 Doctrine is the first formally specified architecture for that requirement. Logistics is the second domain. The law is domain-agnostic.

If an AI is 99% sure the tonne is clean — the gate still fires

The pre-execution gate is not a constraint on AI capability. It is the proof that capability was exercised within authorised OECD bounds. Every consequential AI action — financial, industrial, logistical, legal, physical — will eventually require a pre-execution receipt.
