The mismatch between what the world needed and what it actually received compounded silently into trillions of dollars of returns, waste, wrong decisions, and untraced liability.
That mismatch is not a technology failure. It is a governance architecture failure. No system existed that could check, before execution, whether a decision was inside the authorized boundary. Until now.
A universal pre-execution governance architecture.
It converts any measurable parameter — blood pressure, carbon intensity, loan-to-value ratio, contract specification, pilot fatigue, wind-turbine output — into a standardized band between 0 and 1. It then checks, before any consequential action executes, whether the bands of the two parties overlap.

Delete Before Share: raw personal data is deleted on-device before any band is transmitted. No personal identifier crosses the governance chain. This is not a privacy feature — it is a foundational axiom of the architecture.

Every system before the 0→1 Doctrine — clinical decision support, credit scoring, procurement evaluation, AI safety guidelines — operated on aggregation. Add up the weighted scores. Call the total a decision.
The fundamental flaw: two parties with opposite profiles can produce the same aggregate score. A patient with severely damaged kidneys and normal blood pressure totals identically to a patient with the opposite profile. A score is an opinion dressed as a measurement.
The 0→1 Doctrine does not aggregate. It checks each parameter individually against the authorized band. Every parameter must pass. No strong parameter compensates for a failed one. The mathematics of intersection — not addition — is the governing logic.
