Human Needs vs Supply Systems
Two centuries of Industrial Age averaging: systems designed for populations, not for persons.
Since the Industrial Revolution, every supply system has been built around population averages. A drug dosed for the median patient. A product sized for the midpoint of a distribution. A service calibrated to the most common case. The individual who does not match the average is returned, rejected, undertreated, or excluded. The compounding result across two centuries is trillions in preventable waste: returns, wrong medicines, misallocated resources, failed procurement, unnecessary labour, environmental damage from overproduction, and incalculable loss of quality of life for every person who was never the average.
The 0→1 Doctrine proposes that every measurable human need and every measurable supply capability can be expressed in one universal scale, checked against each other, and a sealed proof issued — before any action executes. Not as a product. As a law.

Metainvention
An invention whose function is to govern the conditions under which all other inventions may safely execute. Not a product. Not a sector. The constitutional layer beneath every domain that requires a consequential decision.
Arché Invention (ἀρχή — origin, first principle)
A foundational architecture invented once at the protocol layer, from which every domain application derives without modification. Proposed as the governance equivalent of TCP/IP: not built for one sector, but as the constitutional layer for every sector that follows.
Digital Lingua Franca
The [0,1] band is the one numerical language every domain, device, and era of computation shares. A blood pressure reading, a carbon emission level, an orbital parameter — all expressed on one scale. No translation required between sectors or eras.
Authorized Intelligence
AI, Augmented Intelligence, and Augmented Reality governed under one pre-execution receipt. Intelligence that has proved its authorisation before it acts — not AI that is monitored or audited after action, but AI that cannot act without a sealed receipt confirming authorisation was checked first.
Pre-execution Framework
The governance check and sealed receipt are issued before any action executes. Not retrospective audit. Not post-hoc review. The check is a constitutional prerequisite: the action cannot proceed until the receipt exists.
Predictive Risk Advisory
A forward-looking advisory token fired before a governance threshold is breached — not after harm has occurred. Governance of the present trajectory, not autopsy of the past event. Operates across individual transactions and population-level patterns simultaneously. — Applies to clinical deterioration, seismic anomalies, tsunami precursor signals, and flood trajectory modelling: any domain where an advisory before execution changes outcome.
Fair and Transparent Waste Estimator
A formal component that quantifies the resource, economic, and human cost of mismatches prevented by governance. Waste made measurable and auditable — not assumed. Every prevented mismatch produces a receipt that can be examined.
Delete Before Share
Raw personal data is permanently deleted on the user’s own device before any band is transmitted. Privacy through data minimisation, not encryption of retained data. The user retains quality data locally. The supply system receives only the governed band needed to confirm compatibility — nothing more.
Healthcare & Longevity — Biological vs Calendar Age
Man A: calendar 60, biological 48. Woman B: calendar 40, biological 50. The doctrine governs each on their actual biology — not a birth year. Biological age routes through the Human Oversight Pathway: no protocol executes without a physician receipt. The architecture matches the person, not the population average. General medicine research: patient-specific biomarker bands are checked against protocol eligibility ranges before any trial enrolment or treatment recommendation executes — governed individually, not averaged.

① Forward Discovery
You are a user or buyer. Run S0→S1 first to enter your parameters. Then come here, enter a supplier company name, fill in their min/max capability for each index, click Declare My Capability Bands. Add up to 50 suppliers. Click Run Governance Check — the system checks which suppliers qualify for your specification. Each qualifying supplier receives an ACR receipt.
② Reverse Discovery (PCT [000262])
Step 1 — Buyer: Enter tender name, issuing authority, and set the required band for each index (min and max acceptable value). Click Publish Tender Specification.

Step 2 — Supplier: Select the published tender from the dropdown. Enter your company name and fill in your capability range for each index. Click Run Pre-Qualification Check. The system issues a sealed receipt: QUALIFY, HOLD/HOP, or DISQUALIFY — before any bid is submitted.
③ Returns & Claims
After an execution, check whether delivered performance was within the authorised band. Enter the original ACR reference (if known), claimant and respondent names. Optionally load a saved tender specification to use as the authorised bands. Enter the actual delivered values for each index. Click Run Breach Check. The system identifies every parameter in breach, calculates FTWE liability, and issues a Claim Receipt.
Forward Discovery: User inputs their parameters (S0→S1→S2 already done above). Suppliers declare their capability bands here. The system checks which suppliers qualify for this user.

  2. Go to Multi-Party → ② Reverse Discovery. Have each buyer company publish their tender specification. Up to 50 tenders can be saved.
  3. Still in ② Reverse Discovery, have each supplier company self-qualify against any tender. Qualified suppliers are auto-saved.
  4. Come back here and click ▶ Run All Combinations. The matrix shows every governance decision.
Reading the matrix
APPROVE — All band intersections pass. ACR issued. Both parties may proceed.

HOLD/HOP — Some parameters require human oversight review before proceeding.

REJECT — Mandatory band intersection empty. Governance law L2 applied. Supplier cannot fulfil this tender.
